Jacinta Arteaga, Board Chair
Jacinta Arteaga has served San Mateo County since 1991 and is the current Assistant Agency Director at the County of San Mateo Human Services Agency (HSA), a role she has held since February 2024. In this capacity, she provides executive leadership over Safety Net Services, Overpayment and Collections, Staff Development, Policy and Legislative Analysis, Business Intelligence and Reporting, Quality Control/Assurance, Facilities, Veteran’s Services, and Emergency Response.
Prior to her current role, Jacinta served as HSA’s Chief Financial Officer for seven years, overseeing complex budgets, multi‑fund financing, procurement, and fiscal compliance across large, multifaceted operations.
Jacinta began her County career with the Department of Child Support Services, where she developed expertise in program development and delivery, performance measurement, and client services.
She subsequently spent 15 years on the executive team at the District Attorney’s Office with oversight of finance, facilities, payroll, and the Public Administrator’s program, strengthening her experience in guardianship/estate administration, fiduciary stewardship, and public‑sector internal controls.
She holds a Bachelor of Science in Business Administration, Concentration in Finance, Minor in Human Resources, California State University, East Bay. She completed her degree over ten years while working and raising a family, reflecting perseverance and a lifelong commitment to learning.
A mother of two and grandmother of three, Ms. Arteaga’s personal journey—becoming a parent as a teen, pursuing higher education at night, and building a public‑service career—shapes her dedication to equity, dignity in service delivery, and responsive, culturally competent care.
She is an avid traveler who has visited more than 28 countries, bringing a global perspective and respect for diverse communities.
